“Studies found that people - in particular residents of the urban ‘Randstad’ region – perceive a huge lack of recreational opportunities close to home. In the future, large parks will have to meet the need for outdoor recreation. In the view of the Netherlands’ Auto Association (ANWB), these ‘metropolitan parks’ or regional city parks will have to link the hectic Randstad with the quiet open spaces of the ‘Green Heart’. The parks themselves offer space for intensive recreation near the city. One of the regional city parks is Park 21.”

Masterplan Park21

With Park 21, Haarlemmermeer is creating a large and varied landscape for recreation. The area between the towns of Hoofddorp and Nieuw-Vennep will become the new back garden for their residents and the “Green Heart” of the municipality. It will be a special link in the region’s green network. Park 21 will give Haarlemmermeer and its cultural history greater visibility, and will ensure sustainable quality in the metropolis and provide entertainment facilities for people from all over the Netherlands and beyond.


Developing 1000 hectares of arable land into a new kind of park with regional, national and international significance is ambitious. The Master Plan describes how Park 21 will look in the future and how we aim to shape this remarkable development. The Master Plan is a steering document with frameworks for developing future partial projects and initiatives. The Master Plan puts the spotlight on the development of landscape and recreation in Haarlemmermeer.
